HIPAA

What is HIPAA?

HIPAA refers to the "Health Insurance Portability and Accountability Act of 1996." This far-reaching federal law has many components, which are being implemented in a staggered fashion. HIPAA rules initially focused on portability of health coverage and nondiscrimination on the basis of health status. Currently, the most important HIPAA components are:

1. Privacy Rule: This rule, along with state law, regulates how we handle the health information we need to administer our health, dental, and long term care policies, and establishes some new rights for covered individuals. Please see our Notice of Privacy Practices sent to you in March or April, and posted in this area on our Web site, for more details. The compliance deadline was April 14, 2003.

2. The rules for electronic transactions and code sets, and national unique identifiers: These rules mandate the form and content of major health insurance transactions, such as submission and payment of claims, involving health care providers and payers. These are very major changes for insurers and providers but will be largely invisible to individuals. The compliance deadline was October 16, 2003

3. Security Rule: This rule focuses on maintaining the confidentiality, integrity, and availability of individually identifiable health information that is received, maintained, or transmitted electronically by your providers or the Trust. The compliance deadline is April 21, 2005.

Administration Services is currently accepting HIPAA - compliant transactions sent directly to us through our secure web site.

We do not have a "Payer ID#" as we are not currently associated with any clearing house that receives or transmits electronic claims.

If you are a provider of service and have the capability of sending 837 Professional or 837 Institutional claims directly to us instead of through a clearing house, please send us an email with your contact information to asiweb@admin-serv.com.

Every trading partner must first submit test claims through ASI before production claims can be submitted for payment. The links below will take you to our companion guides. After the testing phase, each trading partner will need to complete and return to ASI, a Trading Partner Agreement. This agreement can also be found below.

The Companion Guides are to be used in conjunction with HIPAA Implementation Guides. Our guides include edits and data clarification needed to send transactions to Administration Services.  Companion Guides are intended for trading partner use in conjunction with the ANSI ASC X12N National Implementation Guide. The ANSI ASC X12N Implementation Guides can be accessed at http://www.wpc-edi.com/Insurance_40.asp. This guide outlines the procedures necessary for engaging in Electronic Data Interchange (EDI).
